| BILLS AND OVERTURES TASK FORCE
The purpose of the Bills and Overtures Committee is to review amendments from General Assembly to Presbytery, to review overtures from Presbytery to General Assembly, and to make recommendations. Membership consists of six members representing each cluster of Prospect Hill Presbytery and the Prospect Hill Commissioners from the preceding General Assembly. The moderator is elected annually from the six members. Terms are two years. Chairperson: martymcd@hickorytech.net BUDGET AND FINANCE COMMTTEE The purpose of the Budget and Finance Committee is to oversee the financial well-being of the Presbytery. The committee develops a unified budget administrative and mission through allocations of funds requested to achieve the goals of Presbytery; has management oversight of all the fund of Presbytery, implement and recommends amendments to the existing fiscal accountability policies of Presbytery. Membership is elected by the Council for three-year terms and in three classes not to exceed two terms, with a balance between clergy and lay, wherever possible. The chairperson is a member of Council, the other five may be members of Council, but need not be. Chairperson: cdlee@evertek.net BI-PRESBYTERY CAMPING COUNCIL The Bi-Presbytery Camping Council has oversight of the policy and direction of the Presbyterian Camp on Okoboji in accordance with the Covenant Agreement between the Presbytery of Prospect Hill and the Presbytery of North Central Iowa. The members are the representatives to the (Bi-Presbytery) Camping Council of the Presbyterian Camp on Okoboji. The Moderator or the Vice-Moderator of the Bi-Presbytery Camping Council is the liaison with the Presbytery Council and serves as a member of the Presbytery of Prospect Hill Presbytery Council. Camp Directors: info@presbycamp.org COMMISSIONERS TO GENERAL ASSEMBLY YAD Principal: Elder Principal: Clergy Principal: mpcscia@msn.com The Committee of Ministry serves as a counselor to ministers of Presbytery, and facilitates the relations between congregations, ministers and Presbytery. The committee is composed of fourteen members. The Nominating committee nominates and the Presbytery elects a vice-chairperson as well as a chairperson. Chairperson: bettyw46@iowatelecom.net COMMITTEE ON PREPARATION FOR MINISTRY The Committee of Preparation for Ministry is responsible for the nurture and preparation of candidates for ordination to the Ministry of Word and Sacrament. The committee is composed of nine members in three classes. Chairperson: terry@sibleypresby.org COMMITTEE ON REPRESENTATION The Committee on Representation provides the information regarding representation in the membership of all Committees, Sub-Committees, Council, and Task Forces as stipulated in the Form of Government. This committee reports to Council and Presbytery. Six members form this committee. JOHN COATES FUND This fund is in memory of John Coates, who was a member of First Presbyterian Church, Sioux City, Iowa. This fund is designated for use by pastors and/or pastoral spouses who have special emergency needs. There are three trustees of this fund who need to be in agreement of the expenditure. Only the accumulated interest on the initial investment can be disbursed. Chairperson: mfmiller@iw.net MISSION COMMITTEE The purpose of the Mission Committee is to promote mission within and outside the bounds of the Presbytery. This committee is comprised of the chairperson of each sub-committee and two at-large members. The sub-committees include the Self Development of People, Peacemaking, Presbyterian Youth Connection, Lay Academy and Mission Personnel. Chairperson At Large: cagie@pionet.net
NOMINATING COMMITTEE The purpose of the Nominating Committee is to nominate persons to fill all vacancies on continuing committees (except the Nominating Committee), councils, boards, and other bodies that require election by the presbytery or synod. There are six members on this committee two ministers, two laymen, and two laywomen, nominated by the Council and elected by Presbytery. Chairperson: Ken Meissner meissnerk@bvu.edu PEACEMAKING PROMOTION TASK FORCE Chairperson: Neal Armstrong PERMANENT JUDICIAL COMMISSION The Permanent Judicial Commission functions in two capacities; first, as a Committee on Judicial Business and second, the Commission sits as a Court of Original Appellate Jurisdiction in the trial of such cases as may be referred to it by Presbytery. The commission consists of seven members, ministers and elders, as nearly equal as possible in number, in accordance with the Rules of Discipline. The committee is composed of six members nominated by the Committee on Nominations and elected by Council.
